UNSW Metering Policy
Introduction
It has been said, "If it can't be measured, it can't
be managed". UNSW has a complex system of metering and
remote monitoring across the Kensington Campus and other
major UNSW sites to;
- correctly allocate or
recover costs
- reduce waste
- provide management reports
- plan for the future
General
Metering for electricity, gas and/or water consumption is
required for all new and refurbished buildings, major plant
items, specified services and user groups. The Energy
Manager or Manager, Engineering Services must be consulted
regarding the location, type, connection and commissioning
arrangements for metering in any of the above situations.
Written approval is required from the Energy Manager for
installations that need not be provided with metering of utilities.
Energy supplier's metering
The supply of Electricity and Natural Gas is now open to
full market competition. Energy supply and related
services, metering and data management are all now
contestable. However, some segments and related costs of
the industry (e.g. Distribution) are regulated by
government agencies. Because of this, metering in large
sites must meet the specific requirements of the state
energy supply acts and the National Electricity Market Management
Company (NEMMCO).
Although it is beyond the scope of this document to provide
details of all components of metering and billing, UNSW
staff, design consultants and installing contractors will
be held fully accountable for the installation of the
correct equipment in the required arrangement. It is
sufficient to say that metering of utilities is no longer a
simple matter, and needs to be carefully planned and documented.
Internal metering
All new meters must suit remote interrogation unless the
Energy Manager issues specific written directions to the
contrary. In most cases, metering will involve the
installation of a pulsing device or current transformer/s
at the source being metered, and cable connection to a
remote electronic meter that may (or may not) record the
consumption of other pulsing devices.
Selection and installation of internal meters
All internal metering shall be selected and installed
in strict compliance with UNSW BACnet guidelines, and at
the direction of the BACnet coordinator. The cost of a
metering installation will be borne by the client or
project unless a written exemption has been obtained from
the Energy Manager.
Approval for any changes or additions to current metering
must be obtained from the Energy Manager via the Metering
Notification Form, which shall include a clear and complete
description of the metered load.
Commissioning and documentation of all installations must
be completed to the requirements of the Energy Manager.
Failure to fully meet these requirements within the
specified time criteria will result in forfeiture of
retention monies and review as to suitability for future
project work.
